As the chair umpire said, if Cirstea was in motion of serving, or was serving then there may be a problem with Naomi talking. Since Cirstea was not ready or not serving, it is alright. The "noise" or "talking" was not directed at the opponent or anyone, it was said as Naomi herself is getting ready and also done briefly.
